Player is able to bone the Elf Queen before completing Chapter 11

To Reproduce:

1. Start a new game and progress up to unlocking Chapter 11 - Dicks Cometh; or load a save game prior to unlocking Chapter 11 - Dicks Cometh

2. When at the mission console for Chapter 11, do not start the mission, but instead exit to free roaming mode

3. Return to the mission console for Chapter 11 and click on the Sex Store button

4. Then at the Sex Store window, click on the Start Sex button

Expected Result:

Player is not able to initiate sex with the Elf Queen prior to completion of Chapter 11 - Dicks Cometh (since it's the main goal/objective of the game, story-wise).
