They weren't at one time, you could order illusion's games through amazon I believe. When this one game called rapelay came out, lot of people of course got offended and amazon took a lot of heat for it and I suspect other retailers as well. The name alone should tell you what it was about so I probably need not elaborate.
But that's just the sort of culture we live in, gratuitous violence is ok, but graphic sex is out of the question. In short, illusion decided it was best not to offer support for their games outside of japan. translated (loosely) copies of the games can still be had, but I personally would rather pay them for it, you know, let me decide what I want to play, not some suit.
Illusion never offered its games outside of Japan. Never. That's because their games so offend most females of the world, that they are only protected from being hunted down and skinned alive in Japan. The Rapeplay game issue was over 3rd party sellers reselling used games of Rapeplay outside of Japan (as I recall, it was the UK where the game Rapeplay was illegal) through Amazon's used games and used books site.
Most game developers never go beyond the bikinis because WALMART and VALVE won't distribute the game. Seriously. That's the top 2 distribution outlets these days for games. If they won't carry you, that locks you out of 90% of the access to the masses.
Japan does have a lot of hentai games of various genres. You can find some of them translated at Manga Gamer and J-List. They are all "VNs" (virtual novels). Those are the sort of thing where you pick your own adventures--- reading massive amounts of text (usually broken up with an anime girl or 3 flipping between 2 or 3 expressions), then you are given a choice of a few things you can do. You pick a choice, and read more. Depending on the story type, you can get some hentai scenes. Some examples:
* you save the class president from being raped by the high school principle, and she rewards you with sex.
* a girl ticks the hero off, so he rapes her to demean her--- but she likes it and stalks him. Then the hero has to figure out how to keep alive as she stalks him and kills everyone he knows.
* you are an investigator for Star Fleet, and get sent out to an outpost to figure out what the heck happened to the last Star Fleet ship that docked there. You get there and have to use your super-seduction skills to bed down all the bored, desperate wives to get all the clues to what happened. But its a challenging path--- getting too much info too much info too fast and attract the big bad evil's attention and therefore die or bed down too many wives too quickly and their husbands get mad, band together, and make you disappear in very horrible ways.
* you are walking home from high school (most of their games feature high school or people that age--- it's a Japanese thing), and see a meteor strike the ground not far from your home. You check it out, find a strange alien cyborg robot girl. Being hot and horny, you take her home, help her to recover. then there's a bunch of attackers from outer space, and you end up stealing their giant robot to save the galaxy against an ancient unspeakable evil.
blah blah blah.
Seriously, it's mostly slice of life (high school guy or average working guy) who suddenly gets overwhelmed with a harem of girls all out to get his special sauce. It's usually just a matter of how much sex (sex as a reward for winning a scenario, or sex as a significant marker in game progress, or sex all the time cause its mostly a slide show of hentai CG). But there's all sorts of kinds out there, if you are interested. Nothing like Bonetown or Bonecraft though. Their "battles" are usually things like a game of cards or dominoes (seriously!), and they are often very "dumbed down".
Keep in mind that in many countries of the world currently anime style sex scenes are highly illegal and can get you put in jail if you are unfortunate enough to be in those countries (for example: Canada, Australia, and Italy). So you might want to go for a download direct if you are going to purchase such a game.

Yes, japan's sex games were never legal outside japan but there they are, ALL over the internet! The only series that was good was Artificial Girl. The problem w/ their shit is they censor themselves so there's no penetration animations. If u find a mod to 'uncensor' it, the penetration looks like shit. I've seen better porn mods for New Vegas then most of japan's crap. Let em keep their 'we hate women rape games'. Although you'd think that raiding a village, killing all the men, & banging the local women falls under the same category but the orc chicks seem to like Space Marine cock so to each their own I guess.

It depends on the graphic style of the hentai games as to whether they are legal in mostly liberal places (for the world)--- such as the US and the UK. If they are using loli style (all the girls looks like they are 7, or everyone looks like they are 5)--- it is illegal. If the graphic style has them all looking like MILFs with ginormous breasts, then it is legal to buy/import in the more liberal places of the world.
Rapeplay was never legal since it had violence and rape against females under age violating child porn laws around the world. Japan simply doesn't count violence against or sex with fictious children as actual children, unlike most of the world. Although their conservative political groups are trying to change that--- "for the children", of course. But they aren't doing anything about the fact that it is legal to have sex with an actual 12 year old prostitute in Japan, so long as you don't cheat her or hurt her. (Technically all prostitution can be prosecuted under Japan's vague moral laws, but that's only done to people that don't pay the prostitutes or hurt them--- and the girls are never charged.)

The current laughing hypocrisy in Japan is that the ultra conservative party is waging a war against hentai due to its evils committed on children, but isn't bothered by actual child abuse, child prostitution, or child pornography that is openly broadcast in Japan. So the REAL THING is ok, but the drawn pictures depicting real or fake children in "sexual or violent situations", would not be.
Politics are the same around the world, it seems.
Bonetown is a bigger game and centered around player trying to stop the man and his goons. Bonecraft is about player trying to bone Elf queen. Both are excellent games.
funny i read some where years ago that it was not illegal to sell Illusion games to the USA. the company just did not support any foreign nations other than japan. the audio and text is only in Japanese. there was a second party exporter from japan that sold them abroad. that is beside the point years ago japan passed laws that no reproductive organs are allowed in games and anime in japan. meaning censorship of body parts. i liked Biko3 and DBVR, but my favorite h-game is DVI Dead "even with the horrible translation". Divi-dead was made before the censorship laws in japan and i shows.

Some Illusion games are legal to buy in the USA. But not the ones that involve sex with underage girls. It's the anti-child porn laws that make that illegal. Mind you, Illusion wouldn't get in trouble for SELLING the game to an America as long as they have no physical presence in the US (no servers or stores), but the American importing it can get in trouble for it.
But it is true that Illusion won't even sell to someone that is outside of Japan. They geo-ip block just so they don't have to bother with foreigners in any ways.
